A reusable holder forming a sanitary pad using removable material absorbent of menstrual fluid, the reusable holder comprising: a menstrual fluid impermeable outer layer; a menstrual fluid permeable inner mesh layer made of a synthetic mesh fabric affixed to the outer layer along a periphery of the inner mesh layer to form a pouch between the inner mesh layer and the outer layer along a central portion of the reusable holder, the periphery defining opposing longitudinal edges and opposing end edges of the pouch, the inner mesh layer having an opening within the central portion of the reusable holder configured to provide access to the pouch, the inner layer comprising a first piece of synthetic mesh fabric and a second piece of synthetic mesh fabric overlapping the first piece at the opening, wherein the opening is transverse to the longitudinal edges of the pouch and between one of the end edges and a central section of the longitudinal edges, the pouch being configured to removably receive removable material absorbent of menstrual fluid; a pair of wings extending from opposing lengths along the central section of the longitudinal edges of the pouch; and an attachment mechanism disposed at a distal end of each of the wings; wherein when the reusable holder is attached to an undergarment by the pair of wings being wrapped around the undergarment and attached to the undergarment by the attachment mechanism and the removable material is placed in the pouch, the reusable holder forms a sanitary pad, wherein the central portion is positioned relative to a wearer to absorb menstrual flow.
