A patent has been issued for a tufted surface covering, comprised of a base formed from particles of a polymer compound. This compound is mixed with a quantity of a particle binding agent that causes a portion of the particles to bind together. The base has an upper surface and a lower surface and the base is tufted through with a tufting material to form a number of tufts on the base upper surface and a number of tufting material loops on the base lower surface.
